    Update PEAR Archive_Tar to 1.3.8 (bug #898464)
    
    This PEAR lib is currently on 1.3.6. It should probably be updated.

  PEAR Archive_Tar is 2 versions behind

Bug description:
  While checking the PEAR libraries we have in the code tree, it was
  noted that PEAR Archive_Tar is behind by 2 versions. 1.3.8 has
  relevent changes while 1.3.7 is a packaging update only.

  We should keep up to date with these packages.
