That sounds reasonable. Let's see how reporting on objectionable profile
page content goes once somebody will have tackled that.

  Site admin should always see full profile page

Bug description:
  A site admin should always be able to see the full profile page of a
  user. For example, if a user is suspended due to some picture etc. he
  has on his profile page, this can't be checked if the access to the
  profile page is not given. In 1.5, access to profile pages can be
  restricted to institutions only.
