Just re-reading this: The HTML export version seems to be better because
files that are included for download can be looked at as well. A simple
snapshot / PDF file would only show the content created in Mahara, but
not uploaded content if it is only made available as downloadable file.

  Currently, when giving feedback on a view, you can upload a file. 
  We often print the page as a pdf and attach it. This creates a snapshot of the view at that particular point, when the view was assessed/reviewed.pdf/jpeg etc
