  Language preference not set during login from Moodle

Bug description:
  Moodle (at least 1.9) used to pass a language preference like
  'fr_utf8' during SSO, and that's changed to just 'fr' in more recent
  versions of Moodle, but Mahara hasn't caught up with that.
