I guess in a way it would be good to use functionality from the user
search for this. There we will have the possibility to display 10, 50,
100 etc. users per page already in 1.5.

What if we had a similar display on the members / staff / admin pages so
that selecting and moving individual users becomes easier?

This goes back to bug 803271 where a re-design is proposed as well.
Especially when you have to deal with a lot of users, the usability
becomes important as you would then maybe not move them / remove them
from your institution though you should have to.

Bug description:
  initially asked on Bug #936660

  "showing more than the first 100 results in the institution members
  search box would be useful."

  This is the case not just for institution members but also staff and
  admins. The current box is limited to 100 users and there is no way of
  showing more, e.g. via pagination. If you reached the limit of 100 you
  need to search for each name manually which is quite cumbersome.
