Good question. For portfolio pages it is the site admin who decides
about page themes. However, I would prefer it to be an institution
setting. I think when Gregor and I talked about skins, we agreed that
the institution admin should be able to decide that and not just the
site admin.

It's a bit trickier for groups as there aren't really institution
groups. In Mahara 1.5 institution admins will be able to upload groups
via CSV that are internally connected to the institution as the admins
can only administer groups via CSV that they created via CSV.

So, in a sense, I guess, we might already have institution groups then.
Richard, please correct me if I am wrong. If that were the case, then it
might be possible to make it an institution setting. However, that would
still exclude all groups that are created manually of which there can be
many in any institution.

Therefore, I am not sure if we can make it an institution setting.

  Portfolio pages can be assigned one of the pre-defined themes if the
  site admin allows that. The same should be possible for group pages.
