[Bug 981964] [NEW] Put "Export users as CSV file" link on "Bulk actions" page
Public bug reported:
The link "Export users as CSV file" should also be on the "Bulk actions"
page (/admin/users/bulk.php) and not only on the reports page
(/admin/users/report.php). This is especially necessary if the admin
only selected a few users to check upon and not all from one institution
/ one page. If you have the maximum of 500 users shown on the "User
search" page and you select 50 that you want to deal with, you would
have to select them twice if you wanted to perform some bulk actions and
download a CSV file with their information.
Richard made the following suggestion: Link to the "Get reports" page
and vice versa and if you are not allowed to edit users, you get a
message that they were stripped out. This would be necessary as now also
staff have access to the "User search" and "Get reports" pages. Thus, if
an admin is admin in one institution but staff in another, he shouldn't
be able to administer the users of the institution in which he's only
staff.
