Bug description:
  Version: master

  Assumption
   - site admin shared a site page as a copyable page for a new group with group type: course

  Actions
   1. Log in as a institution admin
   2. Create a new group with group type: course

  Expected results:
   - A copy ofthe site page should be in the new group pages tab

  Actual results:
   - No copy of the site page
