  Institution admin can select "Show online users" desipte site admin
  not allowing it

Bug description:
  Mahara 1.5

  The site admin can disallow "Show online users" in Config site ->
  General settings. However, an institution admin can still choose one
  of the options from the drop-down menu in the institution settings.
  This should be disabled if the site admin doesn't allow this side
  block.
