  strftimenotspecified string should be in langconfig

Bug description:
  In lib/mahara.php, line 447, function get_string_location

  If the section is mahara, and the identified starts with strftime,
  then it changes section to langconfig

  In the mahara lang file, there is strftimenotspecified. This string
  should be moved to the langconfig file.
