  Folder should not be deleted if containing submitted files or
  subfolders

Bug description:
  Version: master
  Database: all
  Browser: all
  Assumptions
   - a group with "Allow to submit"
   - a submitted page has "File(s) to download" block and "Folder" block
  Actions
   - Delete folders which contains files defined in "File(s) to download" block and/or subfolders defined in "Folder" block.
  Expected results
   - These actions shouldnot be carried out.
