  Registration reason textbox is missing

Bug description:
  Version: master
  Assumptions
   - a Mahara site having several institutions with "Allow registration" and "Confirm registration" turned on.
   - only one institution has BrowserID authentication plugin.
   - an unregistered user who want to register to the institution via BrowserID.
  Actions
   - click BrowserID button in login page.
   - enter email/password in BrowserID(Persona) page.
  Expected results
   - a register form with "Registration reason" text box to join the institution.
  Actual results
   - info about institution is missing.
