    If possible use mb_strtolower rather than strtolower as it
    might not convert UTF-8 characters properly.

  Usernames with diacritics cause an error at login on Windows

Bug description:
  If a username contains a diacritic (Ie. Simoné) on Windows the
  interactive login can fail with an error.

  This effects at least:
  Windows Server 2008 R2
  IIS 7
  Postgresql 9.1.4
  PHP 5.3.13
  Mahara 1.5.1
