  Improve error message when editing tag to an existing one

Status in Mahara ePortfolio:

Bug description:
  tested on demo.mahara.org (1.5)

  When you edit a tag and give it the same name as an existing one, you
  only get the generic error:

  Mahara: Site unavailable
  A nonrecoverable error occured. This probably means you have encountered a bug in the system.

  It would be better to give it a more specific error, like:

  This tag already exists. Please choose a different one.
