    Fix institution menu (Bug #1045234)
    
    When an institution admin is viewing the admin menu
    and is also a site staff, they can't see the site
    statistics

  Mahara 1.6dev / master:

  User with site staff access and institution admin rights in at least
  one institution cannot access the site statistics. He can when he is
  only a member or staff at an institution.
