Title:
  "Group files" tab does not show up until the user re-login.

Status in Mahara ePortfolio:
  New

Bug description:
  Version: all
  Platform: apache2, php5, postgres9
  Browser: all

  Assumptions
   - A group "A" with option "Membership = Open", and has some files and folders
   - User 'u01' is an admin of group A

  Actions
   1. User 'u02' first joined group A
   2. Without re-login, user 'u02' created a personal page, then add "Files to download" blocktype into the page.
   3. User 'u02' tried to added a group A file into the block. -> failed as he couldn't find the "Group files" tab.

  Expected results
   - the "Group files" tab should show up in the configuration of the block.

  Actual results
   - see attached image

  The "Group files" tab will show up after the user u02 re-login.
