Please see screenshot for settings page - i.e. no way to enable multiple

Title:
  Multiple journals enabled but cannot create journals

Status in Mahara ePortfolio:
  Incomplete

Bug description:
  Mahara 1.5.1
  Linux OS
  Any browser.

  A student has reports that they cannot see the "Enable Journals"
  option in their settings, so it must be enabled.

  However they only have the one journal with "New Entry" and "Settings"
  without any option to create a new journal.

  We have hundreds of users (400 unique in the last 7 days) and I have
  not seen this problem before.

  We only recently (2 months ago) upgraded from Mahara 1.4.0.
