  Menu bar of drop-down menu overlaps block pop-ups

Bug description:
  affects Mahara 1.5, can be replicated on demo.mahara.org
  tested on Firefox on Mac, but had also seen it in Chrome

  When you use the drop-down menu, the menu bar overlaps the block pop-
  ups when they are large (and the screen is small).
