  Latest development does not install

Status in Mahara ePortfolio:
  Triaged

Bug description:
  A completely new install of development checked out today fails with
  the contents of attached mahara-error.txt being logged. Latest stable,
  1.5.3, was installed using the same procedure, instructions, etc. and
  worked without an issue.
