  Add institution statistics

Status in Mahara ePortfolio:
  Fix Released

Bug description:
  Similar to site statistics (available at /admin/statistics.php).

  Also adds statistics on the number of each blocktype, artefact, etc
  etc

  Also adds a page to compare institutions to the main site statistics

  Also allows site and institution staff to view statistics.

  Funded by the Ministry of Education, NZ
