Regular members can edit their forum posts up to a specific time after
making the initial post if you set a post delay time:

Otherwise, only group admins or forum moderators can edit and delete
forum posts.

If you wish to have regular members delete posts as well under certain
conditions, this would be a wishlist item.

Bug description:
  Is it possible to allow members of a group to edit and/or delete their
  own posts to a forum? I am using Mahara 1.5. and only Reply seems to
  be visible for standard members
