If you are using the manual creation of accounts either by creating
accounts individually or by CSV, you can already enable multiple
journals during the account creation by clicking on "General account
options" and choosing to enable multiple journals.

However, that is not a solution for all the other cases of registration.
That's why it should stay on the wishlist.

  Allow administrator to enable multiple journals globally

Bug description:
  At present each user has to enable multiple journals in their
  settings. We'd like to be able to make this the default, so perhaps
  this could be an option in the user settings area of the site
  administration page.
