Thanks Kristina, for the detailed post.
I would be able to take care of the URL part. I already have the clean URL activated so this is easy.

On the username change, we have not yet implemented the LDAP, but are
planning to. This was one of the concern we had, if the user is able to
change the username which is pulled from the LDAP. We wanted to restrict
that.

Bug description:
  An option to disable the username and URL change (in the user's
  setting), if the accounts are manually created per institution. The
  main purpose is to maintain uniformity across the institution. Like in
  our instance, the student university registration is used as the
  username and the link (with clean URL enabled), so a uniformity is
  maintained as these links are shared...
