If your usernames are pulled from LDAP, the users cannot change them
because they are tied to LDAP and not internal usernames at that point.

Bug description:
  An option to disable the username and URL change (in the user's
  setting), if the accounts are manually created per institution. The
  main purpose is to maintain uniformity across the institution. Like in
  our instance, the student university registration is used as the
  username and the link (with clean URL enabled), so a uniformity is
  maintained as these links are shared...
