  forum post dates don't mention year

Bug description:
  The creation time for posts on the forums view.php page are listed in
  the format "09 Mar, 8:41" but lack the year.

  It is disorienting to look through an old forum and not be able to
  tell how old the post you're going to click on is.

  The year is shown once you click through to the full post.
