  Add support for "retractable" blocks

Bug description:
  These blocks will allow the user to click on the header of
  the block and the content will "slide" up and disappear, and
  then a further click will toggle it to "slide" down and appear.

  There are two extra config options for blocks now
  - retractable
    when set, this will allow the block to be retracted
  - retractonload
    when retract and this is set, this block is retracted on page load

  Requires some theming.
