Title:
  Add support for tagging of groups

Status in Mahara ePortfolio:
  In Progress

Bug description:
  Add ability for group admins to tag a group similar to tagging an
  artefact or view.

  Tags should appear merged with other tags in all the same places as
  they currently do.
