In 1.7 you can filter by login date and change all these users. See

Bug description:
  Enhancement.
  Ability for site admin to apply bulk changes to accounts (eg suspend or delete) based on criteria such as last login date. This would make cohort administration easier - for example institutional LDAP has cutoff date so students who have left can no longer login to authenticated systems. Being able to search for users based on filters such as "last logged in before date" would allow easier bulk changes to cohorts.
