  "Cron is not running" not displayed in red anymore

Bug description:
  In Mahara 1.7, the info about the cron not running normally, is not
  displayed in red anymore although it was supposed to because it was a
  new 1.6 feature (see bug #949973). Strangely though, this doesn't seem
  to be the case anymore even in Mahara 1.6.3 (see the demo site where
  the cron isn't running, but the message is not in red).
