Caused by blocks.php setting the header "X-UA-Compatible:IE=EmulateIE7",
which forces IE8 and 9 into IE7 compatibility mode. The comment in
blocks.php states it is because views.js doesn't work with IE8, is this
still the case?

  blocks.php: The Configure dialog box does not center in IE8/9

Status in Mahara ePortfolio:
  Confirmed

Bug description:
  While configure the Page configure in blocks.php, the configuration
  dialog does not appear in center of the page.

  Instead, it shows a horizontal bar and extended to the whole screen.
  This happen in version 1.6.1.

  It display correctly in Chrome and Firefox.
