With the theme changes that Evonne has submitted, which now make it so
that the tabs sort of "wrap around" if they're too long, I think we
should just eliminate the length restrictions on titles in tabs
entirely.

Bug description:
  The length of characters displayed in a collection's navigation tabs
  presently cuts of at 20 characters. This is often not sufficient to
  display longer, more discriptive titles of pages.
