This would probably fit best into the existing Mahara ecosystem as a new
type of Block. Perhaps it could be a multi-purpose "list of Pages"
block, with tag-based being one of them.

It would need to check the permissions and make sure to only show people
Pages that they actually have access to. That shouldn't be too
difficult, though. We already do a similar check in a few other places,
like the "Recent Pages" block.
