As I'm unable to replicate this problem I will mark the bug 'triaged'.

Can you send me the .flv file(s) that you found were not getting
exported to leap2a so that I may test with it?

  flv files are not exported in Leap2A

  Flash or flv files are not included in the Leap2A export in Mahara
  1.5, 1.6 and 1.8dev, but work in 1.4. I tested 1.7 and flv file is
  exported on the demo site alright.
