dropzone loading when not needed (bug #1231671)

- when filebrowser pieform element has upload turned off,
like the filechoosers in skins, it gives js errors.

  dropzone js giving error on filebrowser artefact with upload  = false

Bug description:
  In some places the filebrowser pieform element has the upload option
  set to false.

  so dropzone js throws javascript errors due to fileDropzone element
  not being present in document.
