My initial tests have not been able to replicate this problem.

I've tried:

A page with layout:
row 1 columns 1
row 2 columns 3
row 3 columns 1

on the St peter's theme, on another theme in myp school2 test site and
on a fresh install of mahara. The only time I can't remove something is
when it is the only column on the row.

  logged in as admin
  ---------------------------
  "Enabled 'Show controls to add and remove columns when editing a page' under General account options.
  Then edited a page (Page 3). Tried to remove the left hand side column by using the Remove icon but nothing happened. No issues with middle/right hand side columns or with the Add button."
