We shouldn't display the "add column" and "remove columns" when they
won't do anything. Or at least, we should display them in a grayed-out
"disabled" mode.

  logged in as admin

  "Enabled 'Show controls to add and remove columns when editing a page' under General account options.
  Then edited a page (Page 3). Tried to remove the left hand side column by using the Remove icon but nothing happened. No issues with middle/right hand side columns or with the Add button."
