Reordering elements in admin institution form (bug 1242591)

had accidentially added new fields between the theme selector and the
customtheme colour selector box - so moved them to appear after it
instead.

  When you choose the configurable theme for an institution, the color
  pickers are displayed below the drop-down menu and the page skins
  options instead of directly below the theme option.
