We don't hide other institution settings from "No institution". "No
institution" is the site and thus, the settings in "Config site" apply.
However, for skins the thing is that there is no checkbox in "Config
site" and that's why it's not working I guess.

  Users who are in "No Institution" can't use skins

Bug description:
  Even if you activate skins in config.php, users who belong to "No
  Institution" can't use skins. This is because the institution-level
  skins config is hidden from the "No Institution" config screen (since
  it shows only a subset of the available configuration options), and so
  it defaults to false.
