It has been over 2 years now and people are used to the way it works now
(having the 'Set a block title' option) so changing it now will be just
as confusing - so I will close this ticket.

  "Set block title" behaves differently for block "Group Pages"

  When you choose the "Group Pages" block for the group homepage, you do
  not see the pre-filled title anymore, but a link which will open the
  field. This behavior is different from the other block types where the
  title is always shown.

  I prefer the old way because it is more visible to users and they see
  immediately that they can / should change the title. With the block
  title hidden, I fear that most people would leave the default and not
  get the idea to change it (the link is in small letters only).

  The behavior of setting a title should be the same throughout and I
  suggest we keep the old way.
