The login box normally is  displayed in the sidebar and currently the
normal view/view.php pages have sidebars disabled by default (is
hardcoded).

So to get the login box to appear on public institution pages we would
need to check if the page being displayed is an institution page and
that the user is logged out and if so then display the sidebar in
view/view.php

  Create login block that can be inserted on other pages

Bug description:
  It would be useful to have a login block that could be placed on pages
  such as public institution pages, without having to go to the logged
  out home page.

  Combined with features such as isolated themes and institution-
  specific Dashboard content*, users could have a more focused/usable
  institutional experience.
