Can't change auth method on /admin/users/edit.php

Bug description:
latest master (1.9.0dev):
I cannot change the authentication method anymore on a user's admin
settings page.
Test scenario:
1. User A is in institution 1 that has two auth methods: internal and LDAP. Uer A has LDAP as auth method.
2. Going to his /admin/users/edit.php page, I try to change the auth method to "internal", but it doesn't work.
3. User B is in "No institution" and I move him to institution 1.
4. Going to his /admin/users/edit.php page, I try to change the auth method which is still on "No institution" to one for the actual institution, but no luck.
