I got the same problem with forum email notifications when I upgraded Mahara (1.3.3 -> 1.8.0). 
Additional I installed the German language pack of mahara 1.8.0 in /maharadata/langpacks/de.utf8.
The old language pack remained in the same folder and was renamed: /maharadata/langpacks/de.utf8-1.3.3.
After deleting the old German language pack in /maharadata/langpacks/ the email notification of forum worked fine again. I suppose the old language pack caused the problem.

  email notification length shortened

Bug description:
  All email notifications are shortened to approximately 170-190 characters.
  So all forum posts or private messages ending after 170? chars with "... Don't reply to this email."
  It would be nice when the whole message would be send, or the maximal characters can be set in config.

  Inhalt der Präsentation kann eine Konzeptvorstellung des Themas sein, aktuelle
  Ergebnisse oder interessante Teilpunkte.
  Falls ihr noch nicht weit gekommen seid könnt ihr auch anhand einiger Fragen
  ...
