We already have a user account setting for turning off the HTML editor.
I think you'd need to check if having two different things under the
same link would be useful.
Some sighted people may want to turn off the HTML editor but still see
the drop-down navigation...
Some themes may also not work well with tabs if they have only been
designed for drop-down navigation. In Mahara 1.8, institutions can now
decide to have the drop-down menu or tabs and thus all built-in themes
support both, but other themes may not.
Did you check what happens when small headers are turned on?

Dropdown navigation is not accessible

Bug description:
While tabbed navigation is accessible to users of screen readers,
dropdown navigation is not. The dropdown links can be activated using
the keyboard but only the first sub-page can be accessed (the submenu
cannot be accessed using the keyboard)
There are various options for how to make this accessible
- Give each user an option to turn dropdown navigation on/off
- Set a session variable for screen reader users which turns it off
- Try and make the dropdown menu navigable using the keyboard
Affects latest master (using Orca 3.4.2)
