Mahara now has the Mike Kelly flexible layout for blocks on a page - so
this wishlist item looks to be obsolete now.

If that is not the case then please reopen the bug.

  Improve Mahara theming flexibility

  Just something that I think may improve mahara theming flexibility at
  some stage, giving a numbering system to the blockinstances in each
  column, much like the sideblocks now, they have sideblock-1,
  sideblock-2, sideblock-3.., it would be good if each blockinstance in
  each column had blockinstance-1, blockinstance-2, blockinstance-3...
  on the dashboard page the right column's two blockinstances are named
  exactly the same, its not possible for me to colourise them
  differently.

  Note: When deciding on the numbering scheme it should be taken into
  consideration that Mahara might have a more flexible column layout
  (Mike Kelly's work) in the near future.
