[✔] CONFIRM an institution column to the site_content table has been added 
[✔] CONFIRM an 'Edit site pages' page under Admin -> Institutions that is accessible by institution admins has been added 
[✔] CONFIRM an 'institution' option to the edit site pages form - this is a hidden field if user can edit only one institution has been added
[✔] CONFIRM a site pages column to the institution table On upgrade it updates the site_content table to give current data the institution on 'Mahara' has been added 

**Note:**
	A user on login sees the institution site page based on what institution theme they see.
	On logout the 'lastinstitution' cookie is set allowing for them to see institution specific site pages.
	The 'No institution' (mahara) site pages can be edited either through Configure site -> Edit site pages or via Institutions -> Edit site pages if one has permission to do so.

  Institutional Specific Dashboard

Bug description:
  For multiple institutions, it would be very useful to give the
  institutional administrator the ability to directly update unique
  content on an institution dashboard.

  Currently, this is only possible if the site has been hacked for
  isolated themes and the php text is updated by the webmaster .
