In /admin/users/report.php now that the tabs use <button> instead of <input> the hover state is not changing to 'pointer' cursor.

=== How to Test ===
1. Browse to [[/admin/users/report.php]] 
2. Confirm that all links have consistent hover states with the rest of the site 

=== Test Results ===
1. Main & 2nd level navigation tabs change colour and the pointer changes to a finger pointer on hover of the tabs 
2. 3rd level tabs change colour and pointer does not change on hover 
3. other links change to underlined words and pointer changes to finger pointer on hover
This is consistent with the rest of the site.
