Do you mean:

1. Mahara as a WebDAV Server: Allow users to use WebDAV to upload & edit
the files in their Mahara portfolio?

2. or Mahara as a WebDAV Client: letting Mahara load up files from a
remote WebDAV repository?

Mahara as a WebDAV Server (option #1) would be conceptually much
simpler, and might even be relatively easy to implement using something
like the SabreDAV library ( http://en.wikipedia.org/wiki/SabreDAV ).

Mahara as a WebDAV Client (option #2) would be a lot harder, because
we'd have to think of a way to incorporate external file repositories
into Mahara. External repositories have been on our radar for a while
now, everyone wants their files to live in the cloud. But it poses a lot
of tricky design questions, like do you copy the files over locally, and
how do you set things up for the users to navigate between their "local"
and remote files in an easy way, how do you handle group, institution,
and site files in conjunction with a remote repository that a single
user has access to, etc. So, it's not something we've really started on
just yet. Ideally we'd want to make it into another plugin type, sort of
like repositories in Moodle 2.

  question: is it possible to develop a WebDAV server for Mahara?
