Text description of tab state in elasticsearch (Bug #1267311)

Tabs in elasticsearch page should now have "tab" and "tab selected" hidden
text to match the other in-page tabs in the site. Disabled tabs now have
hidden text "tab disabled".

  Elasticsearch page doesn't have textual description of tab state

Bug description:
  On /search/elasticsearch/index.php the in-page tabs don't have the
  usual "tab" and "tab selected" hidden text (for screen reader users).
  This needs to be added to fit with the rest of the site.
