Title:
  Register site page title should be more descriptive

Bug description:
  The page title for /admin/registersite.php is simply "Mahara", which gives no information about the page. This is important for screen reader users as the title is the easiest way for them to find out about a particular page.
  The title should be changed to something like "Register - Mahara" to fit with the rest of the site.
