  License icons need alt text

Status in Mahara ePortfolio:
  In Progress

Bug description:
  In /admin/site/licenses.php the license icons (in the Icon column) do
  not have alt text specified, so screen readers report that the column
  is blank. They should be given explicit and appropriate alt text
  (either the name or abbreviation of the license)

  Affects latest master (using Orca 3.10.1)

  (WCAG Level A)
